WSP USA On-Call Senior Air Quality Consultant in Beaumont, Texas

This Opportunity

WSP Earth & Environment National Business Line is currently initiating a search for a ON CALL Senior Air Quality Consultant for support of Air Permitting and Environmental Compliance for Southeast Texas. The individual will assist on air projects and support technically for Texas air projects driven by the Clean Air Act, as well as state and local regulations, including evolving regulations and reporting programs related to emissions quantification and studies, carbon and climate change programs, environmental impact assessments, regulatory analysis and permitting, and compliance solutions.

Your Impact

  • Support current WSP staff as needed with technical advice, reviewing, and writing scopes of work, reviewing reports as well as attending virtual meetings as needed.

  • Support preapproved client business development activities client development, scope of work and proposal preparation, and client-centric presentations

  • Execute and deliver on state and federal air quality permits such as NSR, PSD, PBR, Title V, GHG, standard permits, pre-construction and operating permits, and air quality impact assessments involving dispersion modeling and health risk assessment

  • This will include preparation of permitting documents, agency engagement, compliance guidance and the monitoring of regulatory changes that impact permitting and coordinating communication of regulatory changes to relevant parties

  • Prepare emission estimates based on site-specific information using approved state and federal calculation methodologies and engineering/scientific principles

  • Prepare annual and periodic compliance reports including deviation reports and to provide quality assurance/quality control of project documents with a focus on compliance with client and regulatory agency processes, procedures, and policies and regulations (e.g., emission inventories, Tier II, Toxics Release Inventory, greenhouse gas, Title V, NESHAP,MACT, MECT, etc.)

  • Conduct federal and state air quality regulatory reviews and compliance strategy development

  • Participate in environmental compliance audits, as appropriate to identify potential risks and recommend mitigation measures. As well as ensuring compliance with all relevant environmental regulations and standards.

  • Execute project performance and budget monitoring & reporting (internally and externally)

  • Serve as an effective interface between client's project team and consulting team, conveying technical, schedule and financial information in a timely and professional manner

  • Field work in outdoor environments

  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.

  • Perform additional responsibilities as required by business needs.

Who You Are

Required Qualifications

  • Bachelor’s Degree in Environmental Engineering, Chemical Engineering or closely related discipline.

  • Minimum of 10+ years' experience delivering air permitting and compliance support for Oil and Gas (midstream and downstream - refining), Power (generation and transmission/distribution), or Chemical Manufacturing

  • Project management skills, including experience in managing staff to deliver projects.

  • Possess the ability to work independently and manage multiple projects simultaneously and their respective schedules.

  • Must have in-depth knowledge of air quality federal, state, and local environmental laws, regulations and permitting requirements, (e.g., Title V permitting, NSR, PSD and synthetic minor air permitting, emissions reporting, and federal/state/local air emissions standards)Previous experience in working with Texas Commission on Environmental Quality (TCEQ) air permitting/compliance program

  • Strong interpersonal, presentation and writing skills with the ability to work effectively in a team environment as required.

  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.

  • Must be flexible to a variety of schedules to meet business needs and able to prioritize responsibilities and quickly adapt to change in a pressure work environment.

  • Occasional travel may be required depending on project-specific requirements. Willing to travel up to 10% to meet project needs in the Gulf Coast region as needed and approved by manager.
