WSP USA Senior Project Manager (Fuels) in Dallas, Texas

Do you have experience managing DoD projects using innovative project management, estimating, and project control tools? Would you like the opportunity to travel throughout the continental US and internationally? WSP, a leader in the industry, is seeking associate project managers (fuels ) to join our team.

The qualified candidate should have a solid technical background and working knowledge of DoD POL Wetted System Repairs, API 653 Tank Repairs, Hydrant System Repairs, and the ability to effectively present technical information to stakeholders. The candidate must also have experience successfully executing projects (i.e., ensuring projects are accurate, completed on schedule, and under budget), including their organization, planning, financial management, and stakeholder communications.

This position can be based anywhere in the United States but will require travel to project-specific locations. Competitive per-diem and travel allowances are included.

Your Impact

  • Manage Fuels Projects to achieve as-sold scope, schedule, and budget requirements, and comply with project safety and quality requirements.

  • Prepare client and internal reports to ensure projects are on schedule and on budget, performed safely, and comply with quality requirements.

  • Perform all work following the Three Phase Quality Control Process.

  • Prepare a plan and manage the project close-out, ensuring all contract-required deliverables are delivered on schedule and accepted by the customer. Complete all close-out documents, process invoices, subcontractor releases, and close-out projects per WSP’s reporting systems.

  • Act as liaison with other professionals and field personnel to implement project directives efficiently and smoothly.

  • Comply with the task order contract requirements. Thoroughly review and understand the contract. Ensure that work, plans, submittals, and documents are prepared and delivered as the contract requires. Where discrepancies exist or are noted in the contract, use the RFI or other contract-approved processes to resolve those matters with the customer promptly and precisely.

  • Manage the submittal process to complete all priority submittals before the Preparatory Phase Meeting.

  • Document all change orders and negotiate a modification of the contract.

  • Investigate existing systems/operations and identify equipment and processes for a design modification.

  • Be familiar with potential safety and health hazards associated with project activities and advise the manager on the construction of mitigating procedures.

  • Manage the design and construction of Military and Commercial fuel systems, including pipeline receipt stations, truck loading / offloading positions, aboveground/underground storage facilities, hydrant pumping and distribution systems, waste fuel recovery, emergency fuel shutoff (EFSO), and terminal automation/fuel system controls.

  • Manage the preparation of construction drawings and specifications for Military & Commercial Fuel Systems.

  • Ability to work independently and support and assist the project management team.

  • Provide mentoring and project-level technical guidance/direction to junior project-level engineers.

  • Responsible for project-level management, oversight of design team operations, logistics, schedules, and reporting as required to advance project progress.

  • Provides technical supervision and assistance to ensure project activities are technically valid and results are coordinated for project continuity and control.

  • Manage and coordinate all technical activities efficiently to ensure that the project requirements and deadlines are met.

  • Coordinate technical activities with other professionals and field personnel.

  • Maintain up-to-date records, including correspondence, design direction, progress submittals, schedules, meeting documents, shop drawing reviews, test reports, as-built records, and other documents necessary to document engineering activities. Ensure all project documents are stored on the designated shared drive, not personal computers. Understand and implement document management and storage procedures for each project per policy.

  • Coordinate the preparation of required interim and final deliverables for projects.

  • Prepare and recommend valid and appropriate quality assurance measures for technical assignments.

  • Act as liaison with other professionals and field personnel to implement project directives efficiently and smoothly.

  • Provide professional, effective communication, cooperation, and contract compliance to deliver the project per contact, on schedule, and within budget. Coordinate with the WSP program manager or program director to ensure that you, as the project manager, fully and clearly understand the requirements for communication, cooperation, and contract compliance.

Requirements

  • BS or MS in Engineering or construction-related field.

  • 5 - 7 years + minimum of design/construction experience, including 5 years of US DoD project (Fueling systems preferred).

  • Valid PE Registration is considered a plus.

  • Demonstrated experience completing military and commercial fuel system design, construction, startup, and commissioning facility improvements.

  • Demonstrated experience preparing construction specifications and drawings for Military and/or Commercial applications.

  • Strong oral and written communication skills.

  • Knowledge of Outlook, Word, Excel, and PowerPoint is preferred.

  • A valid driver's license is required.

  • A valid passport is required.

  • Ability to work on US military bases is required.

  • Flexibility to work outside regular business hours as required.

  • Must pass background check.
