WSP USA is currently looking for a part-time, System Operator I to work in the Latham, NY office. The selected candidate will work under the supervision of the Shift Supervisor and Operations Manager. The System Operator I will receive reports of malfunctions of traffic control systems, debris in the travel lanes, or other emergency situations that require immediate response by NYSDOT. The candidate will also receive construction and incident information and take appropriate response measures in accordance with established Standard Operating Procedures.
While on the job the selected candidate will use electronic webinar training to monitor highway traffic, deciphering the information from a Traffic Management Center (T.M.C.), control room environment, utilizing information from police scanners, closed circuit cameras, commercial traffic channels, and a video freeway system map with displayed highways, cameras, signs, and vehicle speeds. The System Operator I will post the related data to the associated Variable Message Signs (V.M.S.), Portable Variable Message Signs (P.V.M.S.), 511 NY, and/or Open Reach (a regional incident management application). In addition, all calls will be logged pertaining to T.M.C. incidents, dispatching, and occurrences. Observing condition changes of the roads while monitoring the reported weather data, notification to Highway Maintenance Personnel, and standing in as the Highway Maintenance Customer Service Representative, and dispatcher for the public, and local government agencies. The Region 1, Capital Region Traffic Management Center, (C.R.T.M.C.), System Operator I is the central point of contact with-in the Department of Transportation for all Amber and Missing Adult Alerts in New York State. The Shift Supervisor will over see and at times notify the affected NY State Regions and compose the appropriate variable and HAR messages for the alert.
Job duties include but are not limited to:
Operating and monitoring communication console to receive and relay command and control information or instructions
Checks the operation of equipment at the start of a shift, noting any malfunctions and calling for repairs in accordance with established Standard Operating Procedures
Respond to received notices of roadwork especially in situations of roadwork location conflicts
Receives reports of problems with NYSDOT statewide operations software and/or HELP Truck electronic hardware and will then properly address these problems in accordance with established Standard Operating Procedures
Must properly operate and utilize equipment required to perform duties assigned, and perform assignments in accordance with established Standard Operating Procedures
Log details related to calls and dispatches Department personnel in accordance with established Standard Operating Procedures
The available shift will regularly have to work on Friday-Monday 11pm-7am for a consistent average of at least 16 hours per week.
Three (3) years experience desired.
High School Diploma or GED
Valid New York State Driver's License Required
Ability to read, write and understand English
Ability to multi-task and remain calm during high pressure situations.
Ability to clearly communicate both verbally and written.
Ability to work alone with minimal supervision.
Ability to professionally interact with all levels of management.
Must have an aptitude for providing excellent customer service.
Proficiency with multiple computer systems, including but not limited to; Microsoft Windows, Microsoft Office 365, Microsoft Office Suite (Word, Excel, Access), CITRIX, and various GIS and web-based information systems.
Familiarity with the National Incident Management System (NIMS) and the Incident Command System (ICS).
