WSP USA Contracts Manager in Portland, Oregon

This Opportunity

WSP in the US is seeking a Contracts Manager for our Vancouver, WA location . The following locations will be considered: Portland, OR and Seattle, WA.

Your Impact

Program Responsibilities

  • Support task leads in development of SOW proposals.

  • Lead negotiation efforts for prime task orders and amendments.

  • Interpret Client contracts to identify major contract requirements, insurance, mandatory required flow downs.

  • Work with Project Accounting, task leads, to complete budget proposals.

  • Manage contract workflow and collaboration with Program leaders to ensure efficient contract execution and suggest and implement new / more efficient processes as needed.

  • Support subcontract execution through developing request for proposals/quotes, negotiation positions, documenting trade-off decision for leadership, tracking contractual deliverables, and process contract close-out procedures.

  • Develop subcontract scope of work with task leads.

  • Provide on-boarding to new firms.

  • Provide guidance to the WSDOT ICR and ANTE table process.

  • Track and report out the status of the ICR and ANTE Table process.

  • Track KPI’s associated with WSDOT process.

  • Work with integrated technology team to develop Program-wide supplier management system/database.

  • Maintain an audit file for each contract to include the original contract, all correspondence, changes/deviations/modifications, amendments, clarifications, payment schedules, and deliverables.

  • Log prime contract changes in Horizon Change Management module.

  • Verify subcontractor/supplier is registered in Horizon ERP

  • Serve as point of contact with Subcontractor to get appropriate Supplier information (W-9, insurance, etc.)

  • Complete required subcontract request forms as required by WSP

  • Input Requestions into Horizon ERP System

  • Ensure appropriate data management, repository, and life cycle management of contracts (PS2)

  • Perform additional duties, as applicable.

Who You Are

Required Qualifications

  • Bachelor's Degree in Business, Management, Law, or related discipline.

  • 10+ years of experience in Public or Private Sector Capital/Construction Project Procurement roles.

  • Experience with solicitation package development, contract development, contract negotiation and claim resolution.

  • Excellent leadership and interpersonal communication skills with the ability to interact with employees at all levels of the organization.

  • Tactical lateral thinking and strong analytical skills with attention to detail and prioritization of responsibilities.

  • Ability to elicit cooperation from a wide variety of sources.

  • Advanced proficiency with MS Office Suite.

  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies

Compensation

Expected Salary (all locations): $110,000- 198,220.00

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
