WSP USA Federal Governance Practice Lead in Washington, District Of Columbia

This Opportunity

WSP is currently initiating a search for a Federal Governance Practice Lead to work out of our Washington, DC office.

We are seeking an experienced manager, implementer and business development leader to serve as the Federal Governance Practice Lead . This person will oversee the implementation of its growing portfolio of projects (currently over $100M in contracts with USAID), ensuring effective project delivery, working with WSP’s operational teams to also ensure sound financial management and contract compliance. This person will also develop and implement WSP’s strategy to expand its governance portfolio to include new geographies and sectors.

This position will report to the Senior Vice President of WSP’s Integrated Development group and will be based in Washington, DC. The Practice Lead will be expected to travel internationally up to 30% of the time. Candidates must be authorized to work in the US.

Your Impact

  • Develop and implement WSP’s strategy to grow its governance portfolio, which currently includes projects focusing on public financial management, local governance, transparency and accountability, and civic participation.

  • In cooperation with the business development team, oversee new business pursuits, including capture management, technical design, partnership identification, proposal writing, budget development, staffing, and overall proposal development.

  • Provide oversight over WSP’s current portfolio of projects, ensuring effective technical delivery, operational performance, and contract compliance, as well as robust client and counterpart engagement.

  • Serve as the lead Project Manager over select projects, supporting delivery from project start-up through close-out, including establishing and updating proper field policies and procedures to ensure compliance with client contracts and WSP operations and quality control requirements; overseeing project budget and financial reporting; coordinating with HR and field to ensure project staffing requirements are met; and maintaining a positive client relationship.

  • Provide thought leadership in the governance field, including representing WSP to USAID and in industry conferences and meetings.

  • Support team approach across the Integrated Development group and the wider WSP, providing managerial and technical support, where needed.

  • Exercise responsible and ethical decision-making regarding company funds, resources, and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.

  • Perform additional responsibilities as required by business needs.

Who You Are

Required Qualifications

  • Master's degree (or higher) in one of the following disciplines: i) public administration, ii) economics, iii) governance, and iv) public finance management or a relevant discipline with 12 years of experience working on development programs.

  • Technical expertise in one or more area of democracy and governance programming – public financial management; decentralization and local governance; transparency, accountability and anti-corruption; rule of law; or civil society strengthening – required.

  • Prior work experience with USAID’s Office of Democracy; Human Rights and Governance (DRG) and/or with host country missions leading DRG initiatives or with reputable contractors with successful track record of delivering governance projects for USAID, will be a plus.

  • 10+ years of progressively growing responsibility in business development and project management.

  • Demonstrated experience in international development programming, including with USAID contracts for governance programming.

  • Demonstrated experience managing technically and geographically diverse teams.

  • Proven track record in the design, development and implementation of strategic growth initiatives.

  • Proven capacity to work with tight deadlines and with multiple concurrent demands.

  • Ability to work productively on a team but also able to work independently, taking initiative to resolve issues as they arise.

  • Excellent communication and interpersonal skills in English (both written and oral) required. Proficiency in Spanish will be a plus.
